Smethley seems to have been an arms-painter, hence the connection with the scroll. The extract below is from the Athenaeum no. 2546, reviewing the 'Chetham Miscellanies'

Smethley's name is sometimes spelt Smedley.

Thanks, Paul, for the article on Smethley (Smedley.) Seems to have been judged a rather lousy deputy herald by his contemporaries.

Another officer of arms/herald that would come to mind, of course, is Elias Ashmole:
